Summary/Abstract: The primary goal of this paper is presenting the legal and constitutional role of local authorities in the municipalities and cities’ economic and infrastructural development in Bosnia and Herzegovina, followed by two models. The basic hypothesis to be proven in this paper is the following: under the legal competencies, the local authorities may significantly contribute to the local economic and infrastructural development. For proving, the case method is used in addition to other relevant methods, more specifically two cases: one being the Gračanica Municipality in the FB&H, the other city of Bijeljina in Republic of Srpska. The timeframe for research is post-Dayton Bosnia and Herzegovina. The paper is divided in six subsections under the following titles: introductory approach to the conceptual determination of local community and local self-governing; the legal and constitutional concept of local self-governing in the provisions of European charter on local self-governing; legal and statutory concept of municipalities and cities’ jurisdiction in the area of local economic and infrastructural development; main aspects of units’ role in local economic and infrastructural development; a model of local community’s local economic and infrastructural development: Gračanica Municipality case study; model of local communal infrastructure development: city of Bijeljina case study and conclusion.
