Summary/Abstract: Political and social situation. - Albania is a parliamentary republic, a unitary state, where the separation of powers as well as the decentralisation are the main principles of state organisation. Governance is based on free, equal, general and periodic elections. The last elections took place on 3 July 3 2005 and the Democratic Party and its allies won the majority in the Assembly after eight years in the opposition. Albania is considered one of the poorest countries in Europe and remains the country with the highest level of poverty in Eastern Europe. It ranks 72nd out of 177 countries in the 2005 Human Development Report, with a Human Development Index value of 0.780. Officially, unemployment hovered at 14.4 percent in 2004, although it may be as high as 30 percent.2
