Summary/Abstract: All civilizations around the world have been established on sea coasts or in areas close to coastal regions and have commuted among continents via the seas. Recently, the effectiveness of the seas has risen strikingly, especially in terms of economic aspects, and world trade has become increasingly more dependent on seas. All the countries leading the world economy are the ones that have both had coastal areas and benefited from it effectively for centuries. Today, states are ranked in some maritime business sectors such as ship building and maritime transportation, however, there is not a commonly used scientific model, which compares countries’ maritime business potential comprehensively. In the meantime, it is thought that developing a model is needed, where it will reveal the development level in maritime business and thus enable anyone to track its contribution to economy conveniently. Such a model could elucidate the true potential of maritime business in a very short time. Therefore, it is assessed that it could help lead economic and security strategy of Turkey and make well-thoughtout decisions.
