Summary/Abstract: After the end of the Cold War, it has been argued that, the issue of geopolitics has lost its importance vis-à-vis the phenomenon of globalization. However, it can be seen that the validity of this postulation is decreasing, when one looks at the developments within the energy sector. Moreover, it can be said that neo-liberal arguments are a functional part of a particular geopolitical project. Especially, developments in the energy sector can be seen as evidence for this situation. Thus, in this paper, the political economy of Russian oil after the collapse of the Soviet Union is examined with special reference to international political economy. Firstly, a general issue of domestic oil sector of Russia is pointed out in the context of political economy. Secondly, the role of the energy sector in Russian foreign policy and relations between Russia, CIS, OPEC, Turkey, EU and USA are examined. Finally, the issue of whether one can talk about “geopolitics” in the era of globalization is discussed.
