Summary/Abstract: Social rights, and in particular those pertaining to social security, cannot be considered or studied without observing them in a specific social context. Among the basic threats to the full exercise of these rights in Bosnia and Herzegovina are poverty and the country’s socio-political circumstances. People’s social insecurity and the marked presence of discrimination are problems for both service users and professionals. One of the main causes of discrimination and segregation in the exercise of social rights arises from the way the country is structured. Here too are causes that compromise people’s ability to exercise their rights, giving rise to differences in the quality of the services and access to their rights in general. These complex political, economic and social circumstances largely determine the possibilities open to social workers in their work with service users.
