Summary/Abstract: This paper studies the evolution of the concept of human security in post Cold War security discourse, analyzing the problem of establishing the concept of human security in the national, international and scientific context. It focuses in particular on the shift in the referent object and referent security threats, given that people are subject in their daily lives to a variety of disruptions and threats that endanger their basic existence. In this context, and given the complexity of our social and political circumstances and the increasing number of low-intensity conflicts around the world, new circumstances are emerging for the human race, which could generate new security threats, even from one’s own country.
