Summary/Abstract: The remaining of this study is organised into four parts. Part one briefly describes the country situation (political, economic, social and institutional) and provides some information on external influences, such as the recent changes in the philosophy and direction of action of multilateral institutions. Recent perspectives and frameworks that can be used by researchers and practitioners are also reviewed and summarised. The second part reviews the regional situation of the Jiu Valley, a mono-industrial area heavily dependent on hard coal production. A number of studies that have analysed the impact of industry restructuring and regional development are also reviewed. Part three constitutes the core of the paper; it describes the emerging lessons of the present research and proposes potentially useful theoretical perspectives to analyse policy implementation determinants and stakeholders’ positions. A summary, conclusions and ideas for future research are offered in part four. This paper is a part of a larger practical and theoretical effort related to strategy/policy implementation, stakeholder analysis and ex ante evaluation.
