Formation of the Slovenian pattern: the strike wave and industrial relations 'rigidities'

Summary/Abstract: Slovenia is a CEE country and it also stems from ‘communism’. Comparisons with other CEE societies in transformation reveal striking differences. At the end of the 90s, the Slovenian industrial relations system was significantly more regulated than systems in other CEE societies in transformation. Within a discourse on globalisation and flexibilisation, the Slovenian system would be undoubtedly evaluated as a rigid one. I will try to show that the specific ‘communist’ legacy influenced the mode of Slovenian development in the 90s indirectly: development was mediated by the strike wave which connected the country’s ‘communist’ and ‘post-communist’ periods. The mediation thesis implies two sub-theses: firstly, that the wave stemmed from the specific ‘communist’ tradition; and, secondly, that it modified the Slovenian trajectory in the 90s.
