Summary/Abstract: The problem for the values of modern management is a problem of understanding the main aspects of development. Not only on a national level but also at a lower levels (regional, ethnic, religious, organizational) and cate-gories of people. Based on this and other concepts, the paper presents the thesis that values can be categorized according to the three levels of unique-ness of the human mental programming into individual, cultural and universal value. The main thesis is that all values can be considered cultural because the the universal and the individual obes are influenced by culture as well. Following this approach the author proposes a classification of the values shared by different groups (cultural communities) and categories of people, which is complemented by the individual and the universal human values. Based on the understanding that "values are feelings with a certain bias: they have “positive” and “negative” poles”. the paper proposes a system of ten types of values. The main thesis is substantiated by defining the need for value-based management both on national and organizational levels, describing the nature of values following two approaches: structure-content and structure-energy, determining the “boundaries” of the term “values” by comparing it to various related terms such as “social attitude”, “emotions”, “beliefs”, “morality”, “norms”, “interests”, “unconditional reflexes”, and presenting the following specific features of the values: hierarchy, relativity, simultaneous perseveran-ce and variability, duality.
