Preparations for EU Council Presidency

Summary/Abstract: The article presents issues related to preparations for the presidency, attempting to answer the key questions in this area: What are the presidency’s functions? How do presidency-holding member states seek to meet the expectations while pursuing their own interests? The practice of the rotating presidencies so far, if properly described and analysed, will help conclude whether we can speak about a development of presidency-related procedures and emergence of elements of institutionalized leadership.
