Summary/Abstract: ”Inclusion and exclusion” concept has reached the Romanian vocabulary and, also came into use since 2002 year, by the sense of the National Project against The poor and stimulating social inclusion. The National Development Project is a political document (planning) community on strategic and financial long-term priorities, purpose and direction for the stimulation of economic growth, social country, the realization of economic and social cohesion social priorities agenda Lisabonne.
