Summary/Abstract: The Republic of Macedonia is in the process of acquiring full membership of the European Union and thus it is eligible for the pre-accession assistance in accordance with EC Regulation 1085/2006 of 17 of July on establishing an Instrument for Pre-accession Assistance (IPA).Republic of Macedonia. Consequently, under the IPA fifth component for rural development (IPARD), the country is entitled to pre-accession financial aid for sustainable agriculture and rural development with focus on preparation for the Common Agricultural Policy and related policies and for the European Agricultural Fund for Rural Development (EAFRD) and adjusting the sector towards the Common Market. The overall objective of the IPARD is Implementation of the Acquis communitaire concerning the common agricultural policy and related policies for competitive and sustainable agriculture; strong, sustainable rural communities and diverse and sustainable rural environment.The main general objective of the country's IPARD programme is thus to:“Improve the competitiveness of agricultural holdings and the food industry developing them to comply with Community standards, while ensuring sustainable environmental and socio-economic development of rural areas through increased economic activities and employment opportunities. The following measures are going to be support by the IPARD: Measure 1: Investments in agricultural holdings to restructure and to upgrade to Community standards,Measure 2: Investments in processing and marketing agriculture products to restructure and to upgrade to Community standards,Measure 3: Diversification and development of rural economic activities. The Common Agricultural Policy of the EU consists of approximately 40 000 pages of legislation. Negotiations in this sector will account for about 50% of the total negotiations with the EU. For successful negotiations, it is important to engage competent negotiation team, which should include experts from the Macedonian universities, Economic chamber of commerce, industry representatives, food producers and representatives of farm organizations. The Macedonian farmer has a good opportunity and perspective to enter the EU common agricultural market. However, changes in the production structure and consolidation of the agricultural land parcels will be of great importance in the near future. The natural conditions are favorable for production of different autochthons products such as high quality wines, cheese, vegetables, fruits recognized all around the region. Another advantage of the Macedonian agriculture and the rural economy is the possibility for production of organic food, alternative and noncommercial agricultural products, and authentic traditional homemade products, as well as in the alternative and rural tourism.
