Summary/Abstract: At an international level, the European Union plays five different parts: “laboratory and model” (in the area of the regional economic integration), “market actor” (in the area of the commercial cooperation policy), “rules issuer” (in the area of association and cooperation agreements), and “stabilizer” (in the area of foreign policy), “magnet and neighbor” (European Neighborhood Policy). Regarding the fact that both the European Communities and the European Union have legal personality under international law, the Community Treaties governing this issue, and where the texts are incomplete, the jurisprudence of the European Court of Justice interprets. Common foreign and security policy at the European level is one of the ways of achieving the Union's external relations. The CFSP objectives are the safeguard of the common values, of the fundamental interests and independence of the European Union, strengthening the security of the Union and its Member States in all ways.
