Summary/Abstract: This paper will discuss the issue of socially constructed scarcity in the context of the exploitation of the resources (particularly fish) of Lake Victoria in Tanzania. It will rely on the theoretical framework provided by the discussion of socially constructed water scarcity, which is to be found in the body of literature on scarcity belonging to constructivism and post-modernism as approaches to the study of international relations.
