Summary/Abstract: The article is devoted to one of the most important aspects of the Volga Bulgars’ history, that is the formation of statehood. The author argues that the process of making the Volga Bulgar state proceeded slowly, because of the Volga Bulgars’ subjection to the Khazar qaganate. In the early 10th century the Bulgar state emerged with ilteber Almush at the head of it. However, in the 940s the state disintegrated, breaking down into two polities, that were the Bulgar and Suvar emirates, in which state institutions were strengthened and the process of Islamization intensifi ed. The fi nal formation of the united Bulgar state can be dated to the 980s.
