Summary/Abstract: The article discusses the issue of apparent activities in the legislation process. The authors focus on the 2005 lobbying law designed to regulate the phenomenon of lobbying in Poland. The article is based on the research into the “Anti – Corruption Program” carried out with the Stefan Batory Foundation. The research incorporates: an opinion poll of Members of Parliament, as well as unscheduled interviews with journalists and professional lobbyists. It has also been suggested that the apparent activities occurred in the process of creating the lobbying act. Apparent actions also take place in the creation of official lobbyists’ registration lists, functioning of Regulatory Impact Assessment and national consultations.
