On the complex impact of software used in the public sector

Summary/Abstract: This paper introduces the so-called L-PEST model as a proposed tool for better understanding, in a complex and integrated way, the fields that are influenced by the software usage within and by the public sector, including motivation and adaptation policies on FLOSS. The primary objective of the author is to identify and describe the main actors shaping this field. He has made an attempt, based on theoretical consideration and on case studies from abroad, to fill a research gap and place the different actors into one complex model. It is hoped that the proposed model assists better clarifying the intricate relationships between e-governance and public education on the one hand, and software application practices of society as a whole on the other. Nevertheless, much more research is needed in the years to come.
