Summary/Abstract: The relation of media and state is one of very important relations in democratic society which enlightens the level of quality of achieved social development. This issue is particularly important in the countries in transition as it can be the test of overall changes although they are much more complex and comprehensive than the mere reconstruction of media systems and role of state in these processes. Former socialist countries, rejecting totalitarianism, single party system and ideological monolithism, found themselves before the imperative to reconstruct the public sphere per the ideal of developed democratic societies, which meant the acceptance and implementation of a set of standards and principles which have so far been beyond their experience. In spite of that the democratic circles, already in time when they fought against former regimes, aimed at changes in media system as well and announced its liberalization and harmonization with contemporary world, after democratic changes inconsistencies appeared to surface together with the unreadiness of the new government for the announced change of relation toward media. Declaratively, no country in transition rejected the principles and experiences of developed democratic countries, although this happened in practice.
