Summary/Abstract: The author analyzes the problems connected with the public policy making, mainly with the role of the actors. She concentrates on their role in detecting of the problem and their ability to predicate the public character of this problem. These actors are also able to formulate the reference system of public policy, that is to give the real picture of the reality they will intervene in. She asks the questions dealing with agenda setting, giving the examples (mostly inspired by Slovak reality) of some of the actors' activities in this field. The main part of this' study focuses on new forms of governance, that is on the problems of policy networking, new types of relationship of the state, civil society and the market.
