Summary/Abstract: During 20th century, especially after the fall of the Berlin Wall, whole world became aware of inevitability of globalisation which has initiated theoretic discussions on advantages and disadvantages of the very process. This Paper deals with the very core of globalisation in the last decade of 20th century, within the context of contradiction from the point of view of local, regional and global politics. Basic fact is that present globalisation process is inconceivable outside of the context of local and regional organizing and linking. Overcoming of the sphere of modernism which binds true potentials of local community and desire for establishment for new world order based on post modern postulates, present the starting point for any further considerations. Socialy and politicaly, this is primarily modern civil society, as the contrast to national states which, based on principles of isolation, present absolute contrast to every intention for globalisation. Starting point for developement of any civil society, civil state, is local community itself, as the lowest level of association and the foundation of coordination of special social identities. As the complementary postulates, instead of contributing to the balance of global developement, globalisation and isolationism (through localization and regionalization) acquire negative conotations. In areas of economy and technological progress they produce enviromental polution, consumer society, and socially and sociologically they produce domination, powerty, discrimination, war, etc.
