Summary/Abstract: Persons who belong to marginalized social groups – the Roma, people who practice prostitution, homosexuals, persons with special needs and disabled, persons with different social or physical disabilities are often stigmatized by society. A country in which those who are different than the majority of the people by their origin, sexual orientation, language, health condition and yet are granted the same rights as that of the majority may be calleda modern democratic country where the rule of law is practiced.
