Summary/Abstract: Public sector institutions unlike enterprises often act in conditions which do not fulfil market rules. In many European Union countries public entities transfer some part of their activities which should be realised under market mechanisms to the private units. Such a form of cooperation is called public-private partnership (PPP). The aim of the paper is to analyse and assess activities conducted in Poland under PPP law and act of Public procurement law. Special attention is paid to such procedures of public procurement which are usually used to find a private investor for financing public projects. Hybrid models of project finance with different risk degree transferred to the private sector to achieving objects to public sector are considered. Empirically, the analysis conducted for investment projects realised in Poland in the years 2007-2013 generally confirmed that investigated forms of cooperation between public agencies and private sector were still underdeveloped in comparison with the “old” European Union countries.
