Summary/Abstract: Housing policy reform in Poland after 1990 included: withdrawal of the State from financing and construction of new housing units, communalization of flats belonging to the State and the creation of new forms of the housing construction financing. Taking into account the changes in the investor’s types of new housing units as a result of the state’s housing policy, and the role of local governments in meeting the housing needs of the population, the purpose of the paper was to analyze contemporary changes in the housing stock of Łódź, especially in the inner-city, which is particularly important because of the poor condition of its residential tissue. Attention has been paid to the new housing construction carried out by various investors, as well as to urban housing policy and the effects of its implementation in the inner-city.
