Summary/Abstract: Development of education is a priority for many countries. Any financial and intellectual investment is substantiated in case it is aimed to increase the education quality and provide its availability for more segments of population. Investments in this sphere are the key for the prosperity both of the nation and the country. One of the trends of education development for a number of countries is the implementation and the development of e-learning technologies, which are focused on solving several problems that are beyond strengths of traditional forms of education.
