Summary/Abstract: In 2000 in Warsaw the British Prime Minister, Tony Blair, announced that in the future the EU would become a superpower, but not a superstate. At the beginning of the XXI century the EU's international role has increased - it consists of 28 European countries. But how to determine the nature of the EU's presence in international relations? In the article, to find the answer to this question, there were presented various categorizations of international actors. There is a problem to include the EU into one of these categories. It is certain that the EU is not a state in international relations, so it cannot be a superstate. In addition, there are some examples of the poor EU's diplomacy (i.e. the recent EU's response to Russian-Ukrainian crisis) - therefore EU is not a superpower either.
