Summary/Abstract: With the development of the knowledge economy and advanced techniques of human capital has become one of the most important factors of competitiveness of local and regional economies. The aim of this paper is to analyze and assess the untapped human capital in Lower Silesia in 2004-2013. The focus of both the situation in Lower Silesia, as well as its sub-regions. Particular attention is devoted to such topics as: the number of unemployed in relation to the number of people working and the need for employees with specific qualifications. Identification studies were carried out unused human capital in each of the 5 sub-regions and in Lower Silesia province. The most important proposals include an increase in unused human capital in the form of the number of unemployed persons with higher education, while the positive aspects of it should be noted declining share of people with at least 11 years of professional experience.
