Summary/Abstract: As a kind of outcome of the Eastern crisis and the prelude of the First World War, the Balkan wars were important events that marked the beginning of the 20th century as the bloodiest century in the European and world history. It is therefore even more symptomatic not commemorating their anniversary, especially as the disappearance of European part of Ottoman Empire marks the beginning of European history of the Balkan Peninsula. The Balkan wars are not just a prelude and the beginning of the contemporary horrors of war that have marked the history of the bloodiest century in world history, they also introduced one of the most important of its accompanying phenomena - humanitarian competencies and needs to counter the war crimes that are increasingly affecting the civilian population. Made immediately after the Second Balkan war and before the outbreak of the Great War, Carnegie Foundation report on war crimes against primarily civilian population is unprecedented in an attempt humanitarian and ethical regulations and minimizing war crimes.
