Summary/Abstract: An article aims to present changes in approach to training programs, aimed at employer and their employees in years 2004-2013, realized under Zintegrowany Program Operacyjny Rozwoju Regionalnego, Sektorowy Program Rozwoju Zasobów Ludzkich, Program Operacyjny Kapitał Ludzki. Following the previous funds allocations experience, Ministry of Infrastructure and Development have changed the way of financing trainings – from supply-oriented towards demand-oriented policy of financial support of Europejski Fundusz Społeczny programs. By implementing the new approach, the Ministry wants to adjust programs to current demand of receiver’s groups: employers and their employees. This solution will enable the realization of training programs prepared for most current needs of employers. The article also shows, that Ministerstwo Infrastruktury i Rozwoju as a Managing Institution is a subject that learns, and the approach to funds allocation is evolving.
