Summary/Abstract: Regional state aid for entrepreneurs, like any other public aid, should be granted only when market failure exists. This type of support is aimed at reducing the additional costs that must be borne by an entrepreneur investing in less developed regions. Changes in the regional state aid rules in 2005 and 2013 led to changes in the classification of the recipient voivodeships and lowered the intensity of admissible regional state aid in Poland. Despite the treaty provisions, the intensity of regional aid in Polish voivodeships was based only on the value of GDP per capita while unemployment rate was completely ignored. This resulted in the incorrect classification of the assisted voivodeships and in a relatively similar alignment of the value of regional aid per enterprise in almost all voivodeships, negating the concept that this kind of aid should be offered primarily in the least developed areas. Moreover, the share of regional aid in total public aid is similar in all voivodeships, while regional assistance should be more widely offered and concentrated in the poorest ones.
