Summary/Abstract: Subject: limiting the right of access to education on the basis of previous benefit funding from the budget for higher education. College director decides: Refusing entry in the contest of the complainant for admission to the Police Academy "Al Cuza”, on the grounds that he previously received funding from the budget for the higher education, constitutes discrimination under Art. 2 para. (1) in conjunction with art. 11 para. (1) and (2) of G.O. no. 137/2000
