Summary/Abstract: The authors of the paper tried to define marketing orientation of public institutions involved in the regulation of rail transport market. They defined the concept of regulatory services and the reasons for which the Railway Transport Office should be customer-oriented. Moreover, levels of regulatory services and the concept of marketing mix of regulatory services were proposed. The regulator institution by using marketing tools such as PR, should show, that it is socially useful in the context of protecting the interests of the railway transport customers
