Summary/Abstract: The aim of presented paper is an explanation of historical-systematic problem of „non-decision" by P. Bachrach and M.S. Baratz as silence sanctioned in linear (democratic) political practice. There are examples of this pattern in modern times as „taboo", „political corectness" and „state secret", in times of Plato there is the concept of aporrheta (secret), who developed the theory of it as elements of synchronic (totalitarian) discourse
