Summary/Abstract: Participation of citizens in the processes of decision making regarding local affairs is the essence of every democracy. Public involvement starts initiatives of public importance, organization of citizens, as well as articulation of citizens’ goals and objectives. Public involvement is always a two-way communication process between citizens and representatives of local authorities. The process of accession to the European Union should establish conditions for a strong synergy of state and citizens, and encourage cooperation between government and citizens of the Republic of Serbia. The right of citizens to participate directly in the management of local community affairs should be supported strongly, and its implementation is facilitated and enabled in the course of making all the important decisions of municipal bodies. Local Self Government Act of the Republic of Serbia defines some forms of direct citizen participation in the local government, such as citizens’ initiative, gathering of citizens and referendum. Through these forms involvement, citizens can propose to the local government adoption of acts which will address some issue, amendments of statute or other regulations, referendum etc. All the issues which are regulated through these forms of direct participation of citizens must be from the jurisdiction of a local government
