Summary/Abstract: Nowadays budget is a very sensible topic, especially if one considers the implementation of social policy. The necessity of achieving a harmony between economic growth hampered by the heavy burden of taxes and social harmony achieved by ensuring an appropriate level of social security (budget expenditures) is the problem not only of the current postindustrial stage of evolution, but concerns the previous stages, such as: mercantilism (second half of the 16th century – mid-18th century) and industrialism (mid-18th century – mid-20th century), too. The main assumption of this article is that budget transformation and budgetary policy modifications are a consequence of the evolving environment, and are caused in particular by changes typical for the examined stage of evolution. In the analysed period there are specific development tendencies in the budget itself, in its share in the national product, and in the share of particular revenue and expenditure groups in the budget.
