The New Mode of Knowledge Production and the Transformation of the Research Policy and Governance

Summary/Abstract: The artcle examines the national system of the governance and funding of public research in Lithuania in the context of the new production of knowledge (Gibbons et al., 1994). It includes a survey of the current debate on two modes of knowledge production in contemporary societies; a characteristic ot the evolution of research and innovation policies, STI funding and governance systems of OEDC countries in the period of the past three decades, and an identification of some inadequate features of the Lithuanian STI system. The absence of an intermediary level of STI funding agencies; the very small part of demand-based programme funding, the fragmentation of sectorial education, research and innovation policies, as well an evident need for a more holistic grasp of industrial and social innovation are particularly stressed.
