A Strategy for Qualitatively Sustainable Productivity Growth: The Case of the Finnish Workplace Development Programme

Summary/Abstract: This paper examines the Finnish Workplace Development Programme (1996–2009) as a strategy to promote qualitative sustainable productivity growth in Finland, i. e. productivity growth which is combined with simultaneous improvement of the quality of working life. This kind of broad-based innovation approach is increasingly required in a situation in which the population is ageing and, consequently, the prospects for long-term economic growth are weakening. The paper emphasizes the significance of close cooperation and dialogue between companies, R&D units and policy-makers, including also the labour market organizations, as a precondition for achieving a successful workplace development strategy for dealing with the overlapping problems of tightening market demands, increasing competence requirements of companies and decreasing labour supply.
