Summary/Abstract: Political communication is one of the items most recently discussed among political scientists, journalists, public figures and communication specialists during political election campaigns. The aspects that are analyzed are evaluation of political advertising campaigns, political election technologies, but there is a lack of works that discuss political communication, participants of political communication and principles of their interaction as such. The main aim of this article is to discuss political communication using N. Luhmann’s system theory approach. The concept of political communication, political communication systems, analysis of political communication system elements and their interaction is provided. Analysis of political communication as a system allows us to describe and to evaluate the multi-context, multi-disciplinary aspects of political communication through description and analysis of the participants of political communication, their interaction in creation, development, implementation and changes in the political communication process. Systematic approach to political communication is the mean to discuss the importance of communication in society and to display various aspects and levels of communication. The political communication system defines and analyses political communication not only as a transmission of political messages, but also exhibits a multi-level interaction of the participants of political communication, context and culture that support this interaction. It provides the possibilities to analyze political communication at various levels such as its influence, technology and meaning. The political communication system approach enforces analysis of elements of the political communication system as being of equal importance: a broad application of research of political communication at various levels and processes and evaluation of the interaction of participants of political communication in various contexts.
