Summary/Abstract: The main aim of the paper is an attempt to develop a conceptual framework for the use the Balanced Scorecard (BSC) in the management of public university. The first part of the paper discusses the factors affecting the functioning of the modern university and the structure of its strategic objectives and tools to support its management. The second part is a case study which presents a conceptual framework for constructing and applying the BSC for a specific organization that is a university department at public university.
