RESPONSIBILITY AND ACCOUNTABILITY IN THE DISCOURSE OF PUBLIC ACTORS WITH RESPONSIBILITIES IN NATIONAL SECURITY

Summary/Abstract: Any communication activity on behalf of the public actors involves assuming responsibility for the message conveyed. When communication occurs in the field of national security, communication involves more than responsibility and it also takes into account all elements that could endanger the security of the state. This is the reason why, the discursive act should be prepared and analyzed in order to avoid any consequences that are unwanted or have risk potential to the stability of state. It should also be noted that the discourses of public actors also reveal the measure in which the state legislation precisely assign responsibilities for the institutions in the field.
