Summary/Abstract: Ever since the first steps towards the European construction, the free movement of goods, capital and persons has been representing an essential condition for the European Union to become the most competitive and dynamic knowledge-based economy in the world. Even if nowadays the barriers against free movement of goods and capital have been removed, the free movement of workers is yet to be successful. Analyzing the situation of these persons, the main conclusion is that all the European citizens should benefit from their full rights and the states should fully assume their quality of members in a Community without internal frontiers
