Financial Foundations of Intraregional Policy

Summary/Abstract: The paper seeks to identify and describe in detail the economic-legislative status quo in reference to the financial foundations of pro-developmental actions on the intraregional level. The systemic consequences of the regulations introduced by way of the law on the incomes of the units of regional governments of November 2003 have been subjected to a detailed analysis. This law replaced another law that was amended many times in the years 1999-2003, and ordered the questions under study. The conclusion is that the changes introduced in the financial system of regional governments order this sphere, but only from the formal point of view. With regard to the real needs of the intraregional policy, directed at the pro-developmental use of the means from the budget of the European Union, they do not revolutionise the situation of the regions. They are still unable to conduct an independent autonomic policy with regard to the accepted strategies of development.
