Summary/Abstract: The aim of the article is to present the process of shaping cluster policy in Asian countries, as well as to emphasize elements contributing to its diversity while providing a source of competitive advantage, on the example of Japan and India. The presentation of essential elements associated with the operation of clusters in both countries was conducted against the background of theoretical considerations regarding the interactions between innovation politicy and cluster policy. This approach to the studied phenomenon allowed to conduct a multifaceted analysis of policy supporting clusters creation and evolution as the inherent characteristics of the development processes of economic cooperation at a national level, as well as at a regional one. As a parent feature of innovation policy in Japan and India, the evolutionary approach to the creation and development of clusters is indicated.
