Summary/Abstract: In this study, using the methodology of the European Commission for the Efficiency of Justice (CEPEJ), the author examines the efficiency of civil proceedings before the Basic Court in Niš in the period from 2008 to 2014. The author measures three indicators related to the efficiency of civil proceedings: the clearance rate, the length of the civil proceedings expressed by means of the disposition time and the case turnover ratio, and the number of unresolved cases, including the old ones. The aim of this study is to determine whether, and to what extent, the civil proceedings before the Basic Court in Niš were efficient in the observed seven-year period, particularly in light of the reform measures on improving the efficiency of the Serbian judicial system and, in particular, the efficiency of civil proceedings. The initial assumption is that the effects of new legal solutions contained in the 2011 Litigation Act, primarily the effects of introducing and implementing a new time frame principle, are visible in terms of efficiency of civil proceedings. The most important findings prove that there was no significant acceleration of proceedings, increase of clearance rate and reduction of the number of unresolved cases before the Basic Court in Niš especially in the period after the application of the Litigation Act.
