Summary/Abstract: The article analyzes the structure of financing the expenditure on research and development (R&D) in Poland and in selected countries. The relationship of expenditure on R&D to GDP is the most universal measure of economic innovation. The analysis indicated that the expenditure of enterprises was a determinant of low investment in the Polish R & D. The amount of budgetary outlays on R&D does not differ significantly from that occurring in other countries. It was found that low inputs of Polish companies on R & D related to the lack of large domestic Polish companies operating globally. In particular, this applies to manufacturing enterprises. In other countries it is precisely this type of companies to the greatest extent fund the spending on R&D. It seems that having large companies is a prerequisite to investment in R&D reached a high level in relation to the size of GDP.
