Summary/Abstract: This article seeks to study the characteristics of the Algerian banking system, its evolution and its mechanisms and operation, to see closely the conditions for granting loans by public banks that compose it. Aren’t they sources of adverse selection problems and moral hazards? Also showing how these conditions of access to bank financing and behavior finance practitioners may be due to the exclusion of a large number of SMEs in the credit market, it invites to reconfigure the national system and to rethink link between bankers and entrepreneurs.
