Summary/Abstract: This paper deals with the key problem of construction cooperation betweenRussian and European universities. The main concern of the paper is the variability’s of the value dimension of the innovative educational projects based on the concrete recommendations of the UN, UNESCO, EC. The comprehensive analyses of the basic educational achievements led to the framing of new concept of the Russian-european cooperation in the field of Civic Education, especially. The results of the work have an ability of creating innovative pedagogical practices presenting the leading cognitive structures of Russian and EC.
