Summary/Abstract: The paper presents the concept of ‘public contest’ which is one of the least known methods of regulation. It was part of the market-oriented package of reforms implemented in Argentina’s power sector. Its aim was to eliminate the impact of political factors in the investment decisions making process concerning development of transmission networks. Such political factors had led to ineffi ciency and over-expansion of the Argentinean transmission system. In order to avoid this, the initiative and decision making on transmission expansion were transferred to users. The paper fi rst sets out a broader context of this type of reform, then it outlines the concept of ‘public contest’, its evolution in regulatory practice and the reasons for gradually diminishing role of this method in the investment decision process.
