Summary/Abstract: Counter-terrorism efforts have two main aspects agreed by academic researches and operational field practices, which are mitigating the root causes of terrorism and subduing the operational capabilities of terrorist organizations. Even some researches make the cleavage deeper and separate the field as countering terrorism and combating terrorists. On the other hand, the fact of a terrorist organization being an “organization” has not been inspired decent scholar curiosity. Starting from this point of view, the article aims to study effective countering terrorism methods in accordance with the life cycles of terrorist organizations. The research comprises three ethnic separatist terrorist organizations such as PIRA, ETA, and LTTE. In order to reach the aim of the article, case study research method has been used, and the instruments of countering terrorism have been analyzed comparatively. As the study shows, countering terrorism can only be successful by an integrated strategy that neutralizes terrorist organization’s military capabilities and resolves the root causes of terrorism. However, different countering terrorism instruments are needed regarding the terrorist organization’s life cycle. Preemptive and deterrent force can be employed primarily, while the terrorist organization has the initiative of perpetrating violence. On the other hand, the measures against the root causes of terrorism should be used, if the terrorist violence could be taken under control.
