Summary/Abstract: The proposed Regulation of the European Parliament and the Council contains provisions which are not compatible with the principle of subsidiarity. The author claims that the proposal also raises doubts, generally associated with the legitimacy of its adoption. Several provisions of the proposal are vague, and can raise serious difficulties in their application. The author points out that if sweeping modifications would not be introduced in the course of further work on the regulation, the proposal should not gain support from the representatives of Poland.
