BÖLGESEL HEGEMONYANIN BİR ARACI OLARAK KOLEKTİF GÜVENLİK ANTLAŞMASI ÖRGÜTÜ
THE COLLECTIVE SECURITY TREATY ORGANIZATION AS A REGIONAL HEGEMONY’S INSTRUMENT

Summary/Abstract: Soğuk Savaş sonrasında yaşadığı kısa şaşkınlık dönemini atlatan Rusya Federasyonu (RF), 2000’li yılların başlarından itibaren eski SSCB toprakları üzerindeki etkisini yeniden kazanabilme gayreti içerisine girmiştir. Bu amaçla RF uyguladığı diğer politikalar yanında, Kolektif Güvenlik Antlaşması Örgütü’nü (KGAÖ) bölgesel hegemonyasının bir aracı olarak kullanmaktadır. Bu nedenle çalışmamız, RF’nin bölgesel hegemonyasını sürdürebilmek için KGAÖ’yü araçsallaştırdığı argümanına dayanır. Başka bir deyişle, KGAÖ’nün kurulmasının ve 2000’li yıllarda işlevsel hale getirilmesinin ardındaki temel itki, RF’nin bölgesel hegemonyasının sürdürülmesine sağlayacağı katkıdır. RF’nin 2000’li yıllardan itibaren gerek KGAÖ’yü bölgesel düzeyde etkinleştirme ve militaristleştirme çabası, gerekse bölge ülkelerinin, konjonktürel sapmalar hariç tutulursa, RF’nin bölgesel hegemonya stratejisine rıza göstermeleri bu çalışmanın temel argümanını destekler niteliktedir. Russia, having overcome its brief state of confusion after the Cold War, has regained its influence over old lands of the USSR (Union of Soviet Socialist Republics). Considering this, this article contends that Russia instrumentalizes the CSTO (Collective Security Treaty Organization) as an instrument to promote its regional hegemony, in addition to engaging in other forms of politics to the same end. Here, the reason for the foundation of the CSTO and the efforts that have allowed it to remain a functioning organization since the 2000s stem from Russia’s desire to retain regional hegemony. The efforts of Russia to activate and militarize the CSTO as well as the consent of other countries throughout the region to Russia’s role as a regional hegemon, excluding conjunctural deviations from this trend, support the basic argument of this article.
